Dr. Northman Advises Town Board How To Handle Angry Citizens When They Call

Amherst psychologist Dr. John Northman was invited to speak at the Monday afternoon Town Board work session for 15 minutes.  His topic was about how to handle the public who have complaints.  His speech was entirely about a citizen calling with a complaint.  His five step advice plan was common sense.

The real problem the people of the Town are having is not when they call in but when they are at the Town Board meetings.  This is the only time the Town Board and the public are face to face.  The joke is there isn’t any part of the meeting when the public can ask questions of a Town Board member.  During Public Expression the public isn’t allowed to even say the name of any member of the Town Board as they speak and they limited to only talk about what is on the agenda that evening.

There is one other time, at the end of the meeting, when the public may speak. The problem with this is that a citizen has to hang around til the end of the meeting and no one knows when this will be.  At this second public time there still isn’t any diagaloge allowed between the citizens and the Town Board.

Dr. Northman’s speech didn’t touch on this very important issue.  The lack of communication between the Town Board and the public is troubling.  There isn’t any real public communication between the TB and the public during the entire TB meeting.  Calling these  gatherings Town meetings sounds like the people of the town and the Town Board verbally exchange ideas.  This is so far from the truth.  Perhaps in the early days residents and board members did address one another but sadly we have “civilized” our meetings to the point of death. 

There is no civil disobedience in Amherst.

Antibiotics and Agriculture

Are American farmers using too many antibiotics in their daily work?  Many industrial and many smaller-scale farmers have routinely fed antibiotics to their cattle, pigs and chickens to protect them from infectious diseases but also to spur growth and weight gain while using less feed. That may be good for agricultural production, but it is almost surely bad for the public’s health.

An alarming number of human pathogens have become resistant to one or more medicines, undermining the ability of doctors to treat patients effectively. Experts believe the primary cause is overprescribing in human patients, often for conditions like colds, where antibiotics are ineffective. But overuse of antibiotics in farm animals is also thought to be stimulating the emergence of resistant bacterial strains that can infect humans or pass their resistance to other germs that infect humans.

The Spy(s) Who Came In From The Cold were living in Yonkers, Manhattan, New Jersey, Boston and Virginia.  American officials said they believed that most of the accused spies had been born in Russia and had been given sophisticated training before resettling in the United States, posing as married couples. They connected with various Americans of influence or knowledge, including a “prominent New York-based financier” described as a political fund-raiser with personal ties to a cabinet official, a former high-ranking national security official, and a nuclear weapons expert.

American officials said they believed that most of the accused spies had been born in Russia and had been given sophisticated training before resettling in the United States, posing as married couples. They connected with various Americans of influence or knowledge, including a “prominent New York-based financier” described as a political fund-raiser with personal ties to a cabinet official, a former high-ranking national security official, and a nuclear weapons expert.

The only things missing in more than a decade of operation were actual secrets to send home to Moscow.

The assignments, described in secret instructions intercepted by the F.B.I., were to collect routine political gossip and policy talk that might have been more efficiently gathered by surfing the Web. And none of the 11 people accused in the case face charges of espionage, because in all those years they were never caught sending classified information back to Moscow, American officials said.

Ethnic Distinctions, No Longer So Distinctive

Nimrata Nikki Randhawa, the daughter of Indian Sikh immigrants is now the Christian, Republican nominee for governor in a state with a brutal history of racial oppression, South Carolina.  Of course now she goes by the name Nikki Haley.

What’s notable about Ms. Haley’s campaign, like that of Mr. Obama and other candidates, is not just that she has breached a racial and cultural barrier, but that she doesn’t feel the need — or the desire — to talk much about it.

Higgins Votes To Promote Homebuyers Assistance Bill

Legislation Amends Homebuyer’s Tax Credit Program, Extends Processing Time

Congressman Brian Higgins (NY-27) voted with his colleagues in the House of Representatives in support of H.R. 5623, “The Homebuyers Assistance & Improvement Act,” legislation directed at amending the Homebuyer’s Tax Credit, a major Recovery Act initiative. This fully paid for legislative action aims to extend the time frame for processing so that thousands more applicants can receive this critical funding.

“This bill makes an important amendment to the homebuyer incentive, which is good news for both our neighborhood and nation’s economy,” said Congressman Higgins.  “It provides fairness for Americans who purchased a home before the April 30th deadline in order to secure the tax credit, by making sure they are not unfairly punished because their closing date has slipped due to circumstances beyond their control.”

In November 2009, Congress passed the “The Worker, Homeownership, and Business Assistance Act of 2009” which extended the successful First-Time Homebuyer Credit Program to include home purchases from Nov. 30, 2009, to April 30, 2010. The law provided that if a buyer enters into a binding contract by April 30, 2010, the buyer has until June 30, 2010, to settle on the purchase.  Due to the high volume of buyers, this most recent legislation further amends the law to extend the processing date to October 1, 2010 so that all qualified homebuyers will be included.

Through this tax credit program, “first-time homebuyers” may receive up to $8,000.  Additionally, the law provides that “long-time residents,” who have owned and used the same house for at least five consecutive years, may receive up to $6,500.  The National Association of Realtors estimates that approximately 9,190 home sales in the State of New York would be delayed beyond the June 30 deadline.  Furthermore, without Congressional action to extend the program date, up to 180,000 homebuyers nationally will lose their tax credit through no fault of their own. 

This bill will now move to the Senate for their consideration and approval.

Paladino Blasts Legislature For Spending And Pork

Gov. Paterson’s veto stamp “better late than never”

(BUFFALO, NY) – Buffalo businessman Carl Paladino, a Republican candidate for Governor of New York, today criticized the State Legislature who, after three months of inaction, voted for budget bills that spend too much and raise taxes.

Albany lawmakers voted on Monday to restore hundreds of millions of dollars in education and health spending that the governor had sought to cut. The Legislature is also preparing to approve nearly $1 billion in taxes, fees and other revenue measures later in the week.

“This malformed budget taxes too much, spends too much and cuts almost nothing. We need far deeper cuts into the fat of Albany,” Paladino said. “It is profoundly unfair to balance a bloated budget on the backs of the taxpayers, especially in this economy.”

“Governor David Paterson deserves credit for inking up his stamp to veto $419 million in education spending and for pledging to take aim at an additional $300 million in new spending and pork.”

“I would not sign the very first extender and every extender thereafter until the runaway State Legislature stops wasting taxpayers’ money. Paterson’s vetoes are better late than never,” Paladino said. “This never-ending budget drama represents the kind of irresponsible government I will change when I become governor.”

Director Of Purchases Passes Off Part Of His Job

Amherst is doing radical things to fill the nine million hole in our budget for this year.

We have hired personnel who supposedly have talent.  One of these so called talented people is our Purchasing Director, Larry Graner, who is receiving a top salary to be in charge of the Town’s purchases. 

A Purchasing Director should be in charge of all purchases made in Amherst but ours refuses to do any work for our Engineering Department.  He turned that duty over to our Town Clerk.  What is his problem that he won’t work with the Engineering Department for their purchases?

His job should include every department’s purchases for better control and understanding of what the town is spending.

Amherst’s New Form Of Government Makes Rules To Protect Itself

Today I went to Town Hall to look at the specifications needed to bid on the Boiler House in our State Park on Mill St.    This is something I have done many times without problems.  I never needed to submit a FOIL, they were available on demand.  Since Amherst hasn’t signed any contract with anyone concerning the Boiler House there shouldn’t have been any problem.

I went down to the office of our Purchasing Director and asked the Director, Larry Graner, if I could look at the specs the bidders had to meet to be in the running for the Town to consider them as the developer.  There may have been more in the specs for someone who wanted more than just being the developer, but also the buyer of this property. He showed me, with his hands, a stack of papers dealing with this bid.  It was a huge amount of paper for a simple bid.

Something was going down with the town and Skip Cerio, the man who submitted the only bid.  Things the residents should be aware of  but were not include nightime meetings that occurred between a council member and Skip to discuss this project.  Could this project be something Amherst could have used the four million dollar stimulus money that we gave to Buffalo?

I was told I couldn’t see the specs.  If I  had a problem with that I had to go see the Town Attorney to get permission.  I did that but he wasn’t around.  Later in the day I received a call from the legal department informing me I could not see the specs.

Are there new rules in place in Amherst?  Now citizens can’t see documents unless the legal department O.K.’s it?  I understand that the legal department is involved in cases which the public cannot be involved in.  That’s to be expected, but not be be allowed to simply view specs is very suspicious.

There must be a new list of DON’TS that the public is unaware of.  Perhaps they were enacted to “protect” the running of our new type of Amherst’s government.

The first move this type of government must take, to control the people of a town, is to get the legal department as their ally.  Look out below.  We’re on a new, slippery slope.
